Proceso constituyente: Comisión Mixta aprobó número de escaños reservados para pueblos originarios

La Comisión Mixta aprobó esta madrugada, por seis votos contra cuatro, la indicación presentada por la oposición que define en 18 el número de escaños (9 de ellos supernumerarios) para la representación de pueblos originarios en la Convención Constituyente y la identificación de los electores.

Los parlamentarios concluyeron la sesión a las 04:44 horas y acordaron sesionar este miércoles las normas que quedaron pendientes como la respectiva a la Comisión de Desarrollo de la Isla de Pascua (CODEIPA).

El proyecto también incluirá una norma que reserva al menos un cinco por ciento de candidaturas para personas en situación de discapacidad.

Identificación de electores

Asimismo, con siete votos a favor, dos abstenciones, y un voto en contra, la Comisión también aprobó la norma que estipula cómo se identificarán los electores indígenas.

Para lo cual se dispuso que el Servel identificará a los electores en el padrón según los siguientes postulados:

a) Nómina de las personas que estén incluidas en el Registro Nacional de Calidades Indígenas

b) Datos administrativos que contengan los apellidos mapuche evidentes conforme a lo establecido en la resolución exenta respectiva del director de la Conadi

c) Nómina de apellidos indígenas de bases de postulantes a programas de becas indígenas (básica, media y universitaria) desde 1993

d) Registro especial indígena para elección de consejeros indígenas de la Conadi

e) Registro de comunidades y asociaciones indígenas

f) Registro para elección de comisionados de la Comisión de Desarrollo de Isla de Pascua

La nómina deberá ser publicada por el Servel hasta 60 días antes de la elección.

¿Quiénes podrán votar?

Además, podrán votar por los convencionales de escaños indígenas:

a) Los ciudadanos y ciudadanas identificados por el Servel como electores indígenas.

b) Los ciudadanos que no apareciendo en dicha nómina se identifiquen como tales previamente al día de la elección, obteniendo una autorización del Servel por: primero, acreditar su calidad indígena mediante un certificado de la Conadi que demuestre su calidad de tal o; segundo, una declaración jurada elaborada por el Servel donde se indique expresamente que la persona declara que cumple con cualquiera de las condiciones que establece la ley 19.253 para obtener calidad indígena otorgada ante los siguientes ministros de fe: notarios, secretarios municipales, oficial del registro civil, Conadi o directamente ante el Servel vía presencial o con clave única.
